At the conclusion of the 20th CPC National Congress, on October 22, the amendment to the Constitution of the Communist Party of China (CPC) was among the resolutions adopted. It should be noted that this is the ninth time such amendment takes place since China’s structural reforms and opening up introduced in 1978. The decision was announced by Xi Jinping, who was re- elected as the general secretary of the CPC Central Committee during the party congress.
The party Constitution has over the years been amended so that it can be a true reference in the development of the CPC and the country based on realities at every given time necessitated by changing dynamics in various aspects. When CPC Central Committee members were seeking for opinions from the people in January, they were requested by the people to consider Constitution amendment.
The decision to amend the party Constitution was reached on May 27, when Xi presided over a meeting of the Political Bureau of the CPC Central Committee, which resulted into the formation of a special group to look into the draft amendment. In three days, the first meeting of the group marked the official beginning of the work on the revision of the Party Constitution.
The Constitution amendment team ensured that the CPC Central Committee guidelines set were respected and the proposed amendments to reflect the achievements in “adapting Marxism to the Chinese context and the needs of the times, and the new ideas, new thinking, and new strategies on national governance put forward since the 19th CPC National Congress.”
Xi personally, got involved in gathering opinions from people of various backgrounds. From June to August, he was involved in over five symposiums, hearing relevant well as the military, and discussed crucial matters with them
For Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to be anchored into the CPC Constitution is therefore, not a task done by a few people. It reflects the aspirations of the Part and the Chinese people.
It goes without saying that the process of the CPC Constitution amendment is democratic and participatory as it collects views and opinions from a wide range of the population of various ethnic backgrounds from all regions of the country. This reflects a Constitution by the people and for the people, and further manifests China’s people centredgovernance.
