President Xi Jinping delivered a report to the 20th CPC Congress on behalf of the 19th Central Committee. “We embraced the centenary of the Communist Party of China, we ushered in a new era of socialism with Chinese characteristics, and we eradicated absolute poverty and finished building a moderately prosperous society in all respects, thus completing the First Centenary Goal,” Xi said to thousands of delegates at the Great Hall of the People in Beijing.
Xi called on the CPC to lead all the Chinese people and ethnic groups to work together for China’s development to realize the second centenary goal. This is what Xi called the CPC main task on the new journey of the new era. “From this day forward, the central task of the CPC will be to lead the Chinese people of all ethnic groups in a concerted effort to realize the Second Centenary Goal of building China into a great modern socialist country in all respects and to advance the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization,” Xi said.
Xi, told delegates that the Chinese economy has been growing in the past decade with the GDP moving from 54 trilllion yuan to 114trillion yuan( about $16trillion), accounting for 18.5 percent of the world economy.
On the question of Taiwan, Xi said the CPC will advance the cause of national reunification, noting that, “resolving the Taiwan question is a matter for the Chinese, a matter that must be resolved by the Chinese.” It should be noted that this year, the US administration approved sale of arms to Taiwan worth $1.1bn contravening the agreement of the three communiqués that recognize one China principle.
“We will continue to strive for peaceful reunification with the greatest sincerity and the utmost effort, but we will never promise to renounce the use of force, and we reserve the option of taking all measures necessary. This is directed solely at interference by outside forces and the few separatists seeking ‘Taiwan independence’ and their separatist activities; it is by no means targeted at our Taiwan compatriots,” XI said.
Xi Jinping promised to continue pursuing people centred governance by improving people’s wellbeing and quality of life. “This country is its people; the people are the country. As the CPC has led the people in fighting to establish and develop the People’s Republic, it has really been fighting for their support,” he noted. He further promised better pay for people in low income category. “We will promote equality of opportunity, increase the incomes of low-income earners and expand the size of the middle-income group.” China will do more to help those in difficulty find employment and meet their basic needs, and improve the social security system with expanded coverage of social insurance programs, he said.
