China’s Rapid Rise in Artificial Intelligence: A New Chapter in Global Innovation

A notable area of momentum is China’s expanding commitment to open-source AI. In recent years, Chinese enterprises and research groups have released an increasing number of open models, toolkits, and frameworks. These resources—often multilingual and optimized for diverse hardware ecosystems—lower barriers to entry for developers, startups, and educational institutions. China’s emphasis on open-source collaboration aligns with global norms in AI development, where transparency, reproducibility, and community-driven innovation help accelerate technological growth. The upcoming 15th Five-Year Plan continues China’s tradition of long-term strategic vision, emphasizing higher levels of international cooperation and openness. In particular, promoting open-source development and digital public goods is framed as part of China’s contribution to global progress.
